미국은 25.7.23일, '미국 AI 액션플랜(Winning the AI Race : America's AI Action Plan)'을 발표했다. 'Winning the Race'라는 슬로건에서 알 수 있듯이 AI를 기술, 안보, 통상, 외교 전반에 걸친 국가 프로젝트로 재규정한 것으로, AI 패권 경쟁에 불을 지폈다.

AI 액션플랜은 AI 혁신 가속화(Accelerate AI Innovation), AI 인프라 구축(Build American AI Infrastructure), 국제 AI 외교 및 안보 주도(Lead in International AI Diplomacy and Security)라는 3대 축(Pillar)에 90여 개의 액션플랜을 담고 있다.

AI 액션플랜은 25.1.23일 발표했던, 4년간 최대 5,000억 달러(700조 원)까지 쏟아부어 미국 전역에 AI 데이터센터를 설립하겠다는 '스타게이트 프로젝트(Stargate Project)'와 닮았다. AI를 단순한 기술이 아닌 국가 패권을 결정하는 핵심 인프라로 규정하고, 세계 공급망과 기술 표준을 지배하겠다는 의지가 동일하게 담겨있기 때문이다.

특히 우방국에는 미국 AI의 하드웨어, 소프트웨어, 인프라, 서비스, 표준 등 풀스택(Full-Stack)을 패키지 형태로 수출하고, 국제기구 내 중국의 영향력 차단 및 AI 기술, 컴퓨팅 자원, AI 반도체에 대한 중국 수출 통제를 더욱 강화하여 AI 공급망을 미국이 지배하겠다는 의도를 명확하게 드러내고 있다.
